COMUNICADO OFICIAL DE LAS
INSTITUCIONES ARMENIAS DE LA REPÚBLICA ARGENTINA (IARA)
La colectividad armenia de Argentina no participarán la Cumbre de la Diáspora Armenia
Las Instituciones Armenias de la República Argentina (IARA) informan a la opinión pública que la
colectividad armenia de nuestro país no participará institucionalmente en la Cumbre de la Diáspora
Armenia (Global Armenian Summit), que tendrá lugar en Ereván, del 5 al 8 de noviembre próximo.
La decisión se tomó luego de que IARA enviara dos notas al Alto Comisionado para Asuntos de la
Diáspora de la República de Armenia, Zareh Sinanyan, para solicitar una reunión previa al evento que
permitiera conocer con mayor detalle sus objetivos, los temas que serían abordados y los mecanismos
previstos para la participación de las comunidades armenias del mundo.
La primera nota fue enviada directamente al Alto Comisionado. Ante la falta de respuesta, se remitió
una segunda, esta vez por intermedio del Embajador de la República de Armenia en la Argentina.
Ninguna de las dos fue respondida.
Consideramos que el diálogo previo, la consulta y la participación efectiva de las instituciones de la
Diáspora constituyen condiciones fundamentales para construir una relación sólida y de confianza entre
Armenia y sus comunidades en el exterior. La Diáspora no puede ser considerada un mero receptor de
decisiones, sino un aliado estratégico cuya experiencia, trayectoria y compromiso deben ser escuchados
y valorados.
Por ello, IARA considera necesario aclarar que ninguna persona que participe en la Cumbre a título
individual representará, por ese solo hecho, a la colectividad armenia de Argentina. La eventual
presencia de miembros de nuestra comunidad en el encuentro responderá exclusivamente a decisiones
personales.
Del mismo modo, las declaraciones, conclusiones o comunicaciones que pudieran surgir de la Cumbre
no podrán ser consideradas expresión de la posición ni de la voluntad colectiva de la comunidad armenia
de Argentina, ya que esta no contará allí con una representación con mandato expreso.
Reafirmamos nuestra voluntad de contribuir al fortalecimiento de Armenia y de los vínculos entre la
República y la Diáspora, sobre la base del respeto mutuo, el diálogo institucional y la participación real
de las comunidades.
Una Armenia fuerte necesita una Diáspora fuerte. Y una Diáspora fuerte requiere instituciones
escuchadas, respetadas y reconocidas como interlocutoras legítimas.

Արժանթինի հայ համայնքը պիտի չմասնակցիՀայկական Սփիւռքի Գագաթնաժողովին
Արժանթինի Հանրապետութեան Հայկական Հաստատութիւնները (IARA) կը յայտնեն հանրային
կարծիքին, թէ մեր երկրին հայ համայնքը պաշտօնապէս պիտի չմասնակցի Հայկական
Սփիւռքի Գագաթնաժողովին (Global Armenian Summit), որ տեղի պիտի ունենայ Երեւանի
մէջ, յառաջիկայ Նոյեմբեր 5-էն 8։
Այս որոշումը առնուեցաւ այն բանէն ետք, երբ IARA երկու նամակ յղեց Հայաստանի
Հանրապետութեան Սփիւռքի Գործերու Բարձր Յանձնակատար Զարեհ Սինանեանին՝ դիմելով
հանդիպում մը ունենալ ձեռնարկէն առաջ, որպէսզի կարելի ըլլայ աւելի մանրամասնօրէն
ծանօթանալ անոր նպատակներուն, քննարկուելիք նիւթերուն եւ աշխարհի հայ համայնքներուն
մասնակցութեան համար նախատեսուած միջոցներուն։
Առաջին նամակը ուղղակիօրէն յղուեցաւ Բարձր Յանձնակատարին։ Պատասխան չստանալուն
պատճառով՝ երկրորդ նամակ մը եւս ուղարկուեցաւ, այս անգամ Արժանթինի մէջ Հայաստանի
Հանրապետութեան դեսպանին միջոցով։ Երկու նամակներն ալ մնացին անպատասխան։
Կը նկատենք, որ նախնական երկխօսութիւնը, խորհրդակցութիւնը եւ Սփիւռքի
հաստատութիւններուն արդիւնաւէտ մասնակցութիւնը հիմնական պայմաններ են Հայաստանի
եւ արտերկրի իր համայնքներուն միջեւ ամուր եւ վստահութեան վրայ հիմնուած յարաբերութիւն
մը կառուցելու համար։ Սփիւռքը չի կրնար նկատուիլ որոշումներու պարզապէս ընդունող մը, այլ՝
ռազմավարական դաշնակից մը, որուն փորձառութիւնը, անցած ուղին եւ յանձնառութիւնը պէտք
է լսուին եւ արժեւորուին։
Այս պատճառով, IARA-ն անհրաժեշտ կը նկատէ յստակացնել, թէ Գագաթնաժողովին
անհատական հանգամանքով մասնակցող ոեւէ անձ միայն այդ մասնակցութեամբ չի
ներկայացներ Արժանթինի հայ համայնքը։ Մեր համայնքի անդամներուն հաւանական
ներկայութիւնը հանդիպումին պիտի ըլլայ բացառապէս անձնական որոշումներու արդիւնք։
Նոյնպէս, Գագաթնաժողովէն բխելիք յայտարարութիւնները, եզրակացութիւնները կամ
հաղորդագրութիւնները չեն կրնար նկատուիլ Արժանթինի հայ համայնքի դիրքորոշման կամ
հաւաքական կամքին արտայայտութիւնը, քանի որ համայնքը հոն պիտի չունենայ յստակ եւ
պաշտօնական լիազօրութեամբ օժտուած ներկայացուցչութիւն։
Կը վերահաստատենք մեր պատրաստակամութիւնը՝ նպաստելու Հայաստանի հզօրացման եւ
Հայաստանի Հանրապետութեան ու Սփիւռքի միջեւ կապերու ամրապնդման, փոխադարձ
յարգանքի, հաստատութենական երկխօսութեան եւ համայնքներու իրական մասնակցութեան
հիման վրայ։
Հզօր Հայաստան մը հզօր Սփիւռքի մը կարիքն ունի։ Իսկ հզօր Սփիւռքը կը պահանջէ, որ իր
հաստատութիւնները լսուին, յարգուին եւ ճանչցուին որպէս օրինական երկխօսակիցներ։

The Armenian Community of Argentina Will Not Participate in the Global Armenian Summit
The Armenian Institutions of the Republic of Argentina (IARA) hereby inform the public that the
Armenian Community of our country will not participate institutionally in the Global Armenian
Summit, which will take place in Yerevan from November 5 to 8.
This decision was made after IARA sent two letters to Zareh Sinanyan, High Commissioner for Diaspora
Affairs of the Republic of Armenia, requesting a meeting prior to the event in order to gain a more
detailed understanding of its objectives, the topics to be addressed, and the arrangements envisaged for
the participation of Armenian communities around the world.
The first letter was sent directly to the High Commissioner. Having received no response, a second letter
was submitted, this time through the Ambassador of the Republic of Armenia to Argentina. Neither
letter received a response.
We believe that prior dialogue, consultation, and the effective participation of Diaspora institutions are
essential conditions for building a strong and trusting relationship between Armenia and its communities
abroad. The Diaspora cannot be regarded as a mere recipient of decisions, but rather as a strategic ally
whose experience, track record, and commitment must be heard and valued.
For this reason, IARA considers it necessary to clarify that no individual attending the Summit in a
personal capacity will, by virtue of that participation alone, represent the Armenian community
of Argentina. Any members of our community who may attend the event will do so exclusively in a
personal capacity.
Likewise, any statements, conclusions, or communications that may emerge from the Summit cannot be
considered an expression of the position or collective will of the Armenian community of Argentina,
since the community will have no representative there holding an explicit institutional mandate.
We reaffirm our willingness to contribute to strengthening Armenia and the ties between the Republic
and the Diaspora, on the basis of mutual respect, institutional dialogue, and the genuine participation of
communities.
A strong Armenia needs a strong Diaspora. And a strong Diaspora requires its institutions to be heard,
respected, and recognized as legitimate interlocutors.
